Pro rata Differential payment of the annual subscription
POLICY 98.04
Background:
Rule 4(e) states:'Any eligible Employee applying for membership after the first day of January in any year shall pay such part of the subscription as the Council determines.'
The current fee structure provides for a reduced fee of 5 per cent or payment by 28 February. ie. Approximately the equivalent of a half of a month's fee is discounted.
The current practice has been for the applicant to make a payment of their category fee level on the following basis:
- (a) Application in January or February 5 per cent discount.
(b) Application in March, April and May full fee.
(c) Application past June to be a pro rata on the number of complete months remaining in the membership year.
There is clearly a fine balance between offering a pro rata discount on the month's remaining to attract membership and ensuring that a full fee is applied which no doubt would be an issue for renewing members who only receive a 5 per cent consideration to the end of February and have to pay the full fee after that.
Options:
- That the current procedures outlined at Point 3 above be maintained. ie. January and February 11.5/12; March, April and May 12/12; June 7/12; July 6/12 etc.
- That following the discount period to 28 February new applicants pay pro rata rate based on the number of complete months of the membership year remaining. ie. January, February 11.5/12; March 10/12; April 9/12; May 8/12 etc.
